Perhaps some of us have been tracking the case in Cleveland Ohio.ANTHONY EDWARD SOWELL, a registered sex offender is a suspect in at least eleven murders. The women were found in his house.
A surprising twist in this case is, that the niece of Cleveland's Mayor lived with this wacko for three years. Reportedly she moved in with Sowell in 2005 a month after he was released from prison for attempted Rape convicted in 1989.
They both were drug addicts, and her story was that the stench in the house came from his stepmother's downstairs apartment and the next-door sausage shop.
While it seems clear to many that both the Mayor's niece and Sowell's stepmother were probably complicit in these crime's, one has to wonder how many lives could have been saved if his activity were revealed in a required polygraph examination, as a condition of his release??
In reviewing the report to the Ohio Criminal Sentencing Commission in 2006, reference is made to the studies in Colorado's containment program model.
The report showed that 44% of the sex offender's disclosed High Risk Behavior that they normally would have concealed from their therapist and Parole Officer.
Sowell was classified as a "Tier III Sex Offender" which is an ambiguous description, not really imposing any special reuqirements.
As of 9/02/2009, Sowell was rated as Compliant.
Soooooo, apparently they knew where he was, but not what he was up to. This is a familiar and repetitious sad story.
I recently initiated correspondence to the Chief Federal Parole Officer in my district along with "Federal Studies" that clearly show the advantages of employing polygraph examinations in a containment program.
They may tell me to buzz off, or these scandal's may be the motivation to include us in their game plan. "Put me in coach".
It would be nice if the A.P.A. could send a report to Mr. Obama who could just say "DO IT" to the Federal Districts.
Now, as long as no weirdo surreptitiously downloads kiddie porn to your hard drive, I see a bright future for polygraph examiners.
